PURPOSE: This document sets forth a draft constitutional instrument governing the recognition of authority, the admissibility of proof, and the binding effect of claims. It is intended for review, critique, and potential adoption by public and private institutions, standards bodies, and governance authorities.
NATURE OF INSTRUMENTS: This document is not a policy, framework, implementation, product, governance model, or enforcement mechanism.
SCOPE OF USE: The Constitution is released solely for review, scholarly critique, institutional consideration, and potential ratification. No inference of implementation, compliance, endorsement, or authority shall be drawn from its publication.
IMPLEMENTATION NEUTRALITY CLAUSE: This Constitution is intentionally silent on mechanisms of execution, validation, audit, or enforcement. Such silence is deliberate and shall not be construed to imply the existence, endorsement, or requirement of any particular system, process, technology, or methodology.
